‘GOOD CHANCE’ WV ONLINE SPORTS BETTING IS LIVE FOR FOOTBALL SEASON, LOTTERY DIRECTOR SAYS

The West Virginia Lottery’s mind says online betting could very well make a return into the country in an interview with PlayWV, by soccer season.
Lottery Director John Myers stated that he was optimistic there may be some WV sportsbook program running in the forthcoming weeks and up, but stopped short of guranteeing it.
Myers stated there are some regulatory kinks, although three online sportsbooks have applied for licensure there. Testing continues to fulfill with regulatory approval with expects gambling on West Virginia football and the NFL will start before kickoff.
“There is a great chance of a cell wagering program being prepared by football year,” Myers explained. “The lottery will be testing two cellular programs in the not too distant future.”
As of this moment, there are 3 sportsbook alternatives for WV bettors.
The WV Lottery can be currently working with these three sports betting apps through hurdles. Bettors are currently hoping these platforms comes online.
The lottery giving the green light isn’t the only hurdle in launching the windows that are virtual. Once a program is accepted, they have to be given a go-ahead from distributors that are internet.
“Other elements have to fall in place,” Myers explained. “In addition to using an approved mobile program, you will find items that the lottery or the service supplier cannot control. 1 example would be the procedure required to make such an app part of the App Store.”

Myers stated his office sought direction. The recommendation was made by the office of the AG to get a system setup.

“While the choice to apply these requirements hasn’t been popular with everyone, the best objective is to make sure lottery workers, the management services providers [MSPs], along with the citizens who put a wager are shielded,” Myers said.
“One service supplier did submit a strategy that the lottery accepted, but the provider found that it might cause issues outside of West Virginia and they chose to not implement it.”
There is an ongoing federal court case concerning the Wire Act, as well, unrelated to what’s currently going on in West Virginia.
Rumors have swirled that a stage would start shortly. Intervening weeks seem to have demonstrated those .
Myers didn’t offer a date to look for final execution but said authorities are working on alternatives.
“We continue to have discussions with all the operators and extra management services providers,” he explained. “This again is not a function that the lottery can control beyond approving a program. The amount of operators was set in five by the initial legislation as written. Each operator can have up to 3 skins.
“The contract between a skin along with an operator is just that. The lottery decides if they are qualified to do business in West Virginia, yet whether an operator has one skin or three is around the operator.”
Pennsylvania went live with online cellular wagering in May. The nation has four mobile operators also has witnessed significant revenue.
Handle in PA has been $60 million in July. That number should see a bump in the forthcoming months with football in the combination and more online betting from the state.
Del.. Sean Fluharty (D) helped lead the attempt at legalization and voiced frustration that this week together using all the delay.

Myers revealed the holdup from WV hasn’t come from regulators. He notes that his office continues to work toward sports.
“Opinions that say the state has been the problem are misinformed,” he states. “The bill that authorized sports wagering in West Virginia failed to give the lottery authority to implement a system, instead management services suppliers and the operators should accomplish that.
“The lottery’s job is to apply legal compliance. The submissions that the lottery believed wouldn’t violate federal law have led to approval by the West Virginia Lottery within exactly the identical week that the testing has been initiated.”
West Virginia hasn’t had a mobile app because the BetLucky program. That problem remains a mess that is valid now.
Delaware North’s Mardi Gras and Wheeling Island sportsbooks also shut down as a result. Those closings have added to the frustration of several bettors.
As a state with five casinos, most bettors nevertheless reside far from a sportsbook that is live. Mobile wagering will alleviate that problem.
Some nearby the Pennsylvania border have planned to head north for football wagering. That contributes to missed earnings to the state and casinos.
