The West Virginia Lottery’s mind says online gambling could very well earn a return to the country in an interview with PlayWV, by soccer season.
Lottery Director John Myers stated he was hopeful there may be a WV sportsbook program up and running in the coming months, but stopped short of guranteeing it.
Myers stated there are nonetheless some regulatory kinks to work out Even though three online sportsbooks have applied for licensure there. Testing continues to fulfill regulatory approval with hopes and the NFL will commence before kickoff.
“There is a fantastic prospect of a mobile wagering app being prepared by soccer season,” Myers explained. “The lottery will be examining two cellular programs in the not too distant future.”
As of now, there are three sportsbook options for WV bettors.

The lottery giving the green light is not the only hurdle in opening the gambling windows that are virtual. They also need to be given a go-ahead from vendors that are online When an app is accepted.
“Other elements have to fall in place,” Myers said. “Along with using an approved mobile app, you can find items that the the service supplier cannot control. 1 example could be the procedure required to create this kind of app component of the App Store.”
The sportsbooks are still work on their mobile programs and get comments from this lottery. Myers noted that the Wire Act remains a barrier for operators. Some apps submitted to the state, he states, didn’t meet requirements.
“There is not any holdup in the country side,” he states. “The lottery has advised them how a mobile system has to be installed since 2018. A number of our management solutions providers initially provided a system that didn’t meet those requirements along with the lottery refused approval of those according to the essentials of the Federal Wire Act.”
Myers stated his office sought direction by the attorney general. The recommendation was made by the AG’s office for a system setup.
That includes adherence. Some WV compliance problems also have caused some problems. In 1 case, that led to non-implementation.
“While the decision to apply these requirements hasn’t been popular with everybody, the ultimate aim is to make sure that lottery workers, the management services suppliers [MSPs], along with the taxpayers who place a bet are protected,” Myers said.
“One service supplier failed to submit a plan the lottery approved, however, the provider found that it could cause problems outside West Virginia and they decided to not apply it”
There is an ongoing court case regarding the Wire Act, also, unrelated to what is going on in West Virginia.
Rumors have swirled during the past couple of months that a platform would launch. Intervening months appear to have demonstrated those unfounded.
Myers did not provide a date to search for execution but said regulators are working on options.
“We are going to have discussions with all the operators and additional management services providers,” he explained. “This again is not a function the lottery can restrain prior to approving a program. “The contract between a skin and an operator is simply that. The lottery decides if they’re qualified to do business in West Virginia, however whether an operator has one skin or three is up to the operator”
Pennsylvania went live using online cellular wagering in May. The nation has four mobile operators and has witnessed substantial earnings from wagering.
Handle in PA has been $60 million in July. With football in the combination and much more betting in the state, that number should see a bulge in the coming months.
Del.. Sean Fluharty (D) helped lead the effort at legalization and voiced frustration that week together using the delay.
“At this point, I’d say mobile sports betting has turned into a disturbing trend in West Virginia where the legislature passes a law and those responsible for implementing the law drag their asses,” he informed PlayWV. “I have found little to no interest from state labs in getting mobile sports betting up and running. They’ve shown zero urgency”
Myers reiterated the holdup from WV has not come from regulators dragging their feet. He notes that his office continues to work toward sports betting arriving online.
“Opinions that state the country has become the problem are misinformed,” he says. “The bill which authorized sports wagering from West Virginia didn’t provide the lottery authority to execute a method, rather management services providers and the operators must accomplish that.
“The lottery’s job is to enforce legal compliance. The submissions that the lottery believed wouldn’t violate national law have led to approval from the West Virginia Lottery over the exact same week the testing was initiated.”
West Virginia has not had a mobile program since the BetLucky program. That issue remains a valid mess at this point.
Wheeling Island sportsbooks and delaware North’s Mardi Gras shut down as a result. Those closings have added to the frustration of bettors.
Far out of a sportsbook that is live, most bettors live as a state with just five casinos. That problem would be alleviated by mobile wagering.
Some nearby the Pennsylvania border have planned to go north for football wagering. That contributes to missed potential earnings to the country.
Others are still using illegal foreign sportsbook and also their”local man” bookie. These were facets of the sector anticipated to gallop off with legal choices. Myers did offer some hope the other two sportsbooks are working to reopen.
“I have been advised by Delaware North control that they are negotiating to substitute their first system,” Myers said,”but we have not received any requests or plans from them.”
In the meantime, the NFL preseason enters Week 2 and WVU kicks off roughly two weeks. The clock is being watched by bettors.
