The West Virginia Lottery’s head says online could earn a return to the state in an interview with PlayWV, by soccer season.
Lottery Director John Myers said he was optimistic there may be some WV sportsbook app running in the forthcoming months and up, but stopped short of guranteeing it.
Although three online sportsbooks have applied for licensure,” Myers said there are still some regulatory kinks to work out. Testing continues to fulfill with approval with hopes gambling on West Virginia soccer and the NFL will begin before kickoff.
“There is a good likelihood of a mobile wagering program being prepared by soccer season,” Myers explained. “The lottery will be examining two cellular programs in the not too distant future.”
As of now, there are 3 sportsbook options for WV bettors.
The WV Lottery is currently working with these three sports gambling apps through challenges. Bettors are expecting these platforms comes online.
The lottery giving the green light, however, is not the only hurdle in starting the virtual windows. They also need to receive a go-ahead from vendors When an app is accepted.
“Other elements have to fall in place,” Myers explained. “Along with having an approved mobile app, you will find things that the lottery or the service supplier can’t control. One example would be the process needed to create such an app part of this App Store.”
The sportsbooks are still operate on their programs that are cellular and get feedback from the lottery. Myers noted that the Wire Act remains an obstacle for operators. Some apps submitted to the country did not meet requirements under law.
“There is no holdup in the state side,” he states. “The lottery has advised them how a mobile system has to be installed since 2018. A number of our control solutions providers originally provided a system that did not meet those requirements along with the lottery refused approval of those according to the demands of the Federal Wire Act.”
Myers said his office sought leadership by the attorney general. The recommendation was created by the office of the AG for a system setup that was similar as the lottery.
Including adherence to the Wire Act. Some WV compliance problems have caused some problems with operation in different states. In 1 case, that resulted in non-implementation.
“While the decision to apply these requirements hasn’t been popular with everyone, the ultimate aim is to ensure lottery workers, the management services providers [MSPs], along with the citizens who place a wager are protected,” Myers said.
“One service provider did submit a strategy that the lottery approved, however, the provider found that it could cause difficulties outside of West Virginia and they chose not to apply it”
There is an ongoing court case concerning the Wire Act, too, unrelated to what’s currently happening in West Virginia.
Rumors have swirled throughout the past couple of months a platform would launch. Intervening months seem to have proved those .
Myers didn’t provide a date to look for final execution but said authorities are currently working on options.
“We are going to have discussions with the operators and extra management services suppliers,” he said. “This is not a function that the lottery can restrain prior to approving a program. The law as written set in five the amount of operators. Each operator can have up to three skins.
“The contract between a skin and an operator is just that. The lottery determines if they’re qualified to conduct business in West Virginia, yet if an operator has one three or skin is around the operator”
Pennsylvania went with online wagering in May. The state has seen earnings from wagering and already has four cellular operators.
Manage in PA has been $60 million in July. With soccer from the mix and much more betting in the country, that amount should see a bump in the forthcoming months.

“At this time, I’d say mobile sports betting has turned into a disturbing trend in West Virginia where the legislature passes a law and people responsible for executing the law haul their asses,” he told PlayWV. “I’ve found little to no interest from state regulators in getting mobile sports betting up and running. They’ve shown zero urgency.”
Myers reiterated the holdup from WV hasn’t come from regulators. He notes that his office continues to work toward sports gambling coming online.
“Opinions that state the country has become the problem are misinformed,” he says. “The bill that authorized sports wagering from West Virginia failed to give the lottery ability to implement a system, instead management services providers and the operators must do that.
“The lottery’s role is to enforce legal compliance. The admissions the lottery felt would not violate federal law have led to approval from the West Virginia Lottery within exactly the identical week the testing was initiated.”
West Virginia hasn’t had a mobile app since the BetLucky program closed in March. That problem remains a valid mess now.
Wheeling Island sportsbooks and delaware North’s Mardi Gras closed down Consequently. Those closings have added to the frustration of several bettors.
